Belton to Class 4 District 7 and Raytown to Class 5 District 7

According to the MSHSAA website they have swapped Belton and Raytown after announcing the district assignments last Friday.

Maybe they could come up with a system where they list out the 9th-11th grade enrollment of each school. Then, they could take the smallest 64 schools that play football and call this "Class 1." The next 64 schools could be called "Class 2" and so on and so forth according to listed enrollment.
 
fortunate that it just happened to fit with both teams KC suburbs. If it had been a team in the boonies
all the districts would've changed...
 
I want to see MSHSAA try to explain this one. How does Belton moved to Class 4 If they had 44 Students more then Raytown last year enrollment and possibly 80 more students then the bottom enrollment in Class 5. Somebody didn't want Raytown in Class 4. Can you think of a school that drop around 70 students enrollment in a year.
