You realize just about every district has an option like that? It’s not open enrollment, you have to apply, be approved and pay tuition more times than not. The other thing you are missing is the district the kid lives in has to approve it. Not exactly open enrollment is it.
You don't get it, that's not the case in st louis they can openly go wherever they want to and yes they apply but ain't Noone turning down D1 athletes.

Pembroke played ineligible players.
 
The Rush boys were from Kansas so yeah it was recruiting . That's why they were ineligible. I still remember those games at state. That coach could care less about the other players.

Pembroke Hill will have to forfeit the three state basketball championships it won while Kareem and JaRon Rush were in high school. In the wake of Myron Piggie’s admission in court that he gave money to the Rush brothers, the director of the Missouri State High School Activities Association says the decision is cut and dried. Becky Oakes says it is now a matter of public record that Piggie gave the players cash, making them ineligible. MSHSAA rules state that a school must forfeit any games in which an ineligible player participated, meaning Pembroke Hill will have to give up its titles. East Carter will receive the 1997 title, Palmyra the ’98 title, and Hollister gets the state championship for 1999.

If they were paid, they were recruited. Honestly not much different than Vashon.

Bottom line is no one is getting in trouble anymore. These are from 20+ years ago.
They wouldn't have gotten in trouble if piggie hadnt paid them.

MSHSAA allows private schools to recruit. They will not allow publics (that get caught).

I agree with this, but let me ask a question: aren’t you guys the same folks who want to give public school money to private schools in the form of vouchers and who want statewide open enrollment to provide “opportunity” to people? What’s the difference?
Well, that’s purely moronic. If you want to solve a systemic issue, have the state shutdown the smaller districts that are a drain on the funding formula. Go to a county district model. That levels the playing field a bit and creates opportunities to still have “rural” schools that have funding and opportunities. Statewide open enrollment is about the biggest spoiled brat response to an education funding issue I’ve ever seen. Want to live in and attend a nice school district? Pack your shit up, purchase a house, and pay the tax just like the rest of us do.

It is foolish. Another idea that would work but we will never do is that we could do what Finland did that took them from a lower performing academic nation to the top performing nation in many years and always at least top 3: make all schools equal and smaller (funding and facilities) regardless of location, stop standardized testing, and improve teacher training. It is not manifestly right and true that the accident of where you were born determines your level of education, but that is the state of things currently here. Our state population is very comparable to Finland's (Missouri 6.2 million, Finland 5.6 million), so it's feasible, but it would require a complete overhaul that would be, ironically, resisted most by the people who could most benefit and, of course, by those who would least benefit.

People have the means and ability to live wherever they want, within reason. That part falls on deaf ears to me.

I don't disagree with the standardized testing complaint though. But honestly, it's very little of what we (public educators) focus on. Whether you test or not, standards (or learner outcomes or whatever you want to call them) are needed. It's how they are taught, and re-taught, and RECEIVED (that's a huge issue) is what really matters.
