Totally unnecessary shutdown

Just so we're clear, the Democratic controlled senate passed a stopgap bill to avoid a government shutdown on a 77-19 bipartisan vote. Kevin McCarthy is refusing to bring that bill up for a vote in the House.
 
I know some federal employees can not really form a union, and their unions seem disjointed. Couldn't there be a union of sorts with a fund, that they can use to pay the workers who are furloughed during a shutdown similar to what a union does for workers during a strike?
I know they get back pay, but why should they have to wait for Kevin McCarthy to grow a set?
I feel horrible for all of the workers who won't have a paycheck. There has to be something that can be done.

Some unions I know of have some strike pay but it ain't anything like a real paycheck.
