Starting pitcher--eligibility for the win

With the 15-run rule implemented several years ago that can shorten a game to three innings, in that case, does the starting pitcher need to pitch a complete game to be eligible for the win?

I know the rule is 3 innings for a game shortened to 5 or 6, but now some games can be legal in fewer than 5 innings.
