Rs and Ds both have some that are only there to run, the problem is that is the same way in the house to an extent.
I just went through the list of current representatives, and I know I will list more Rs than Ds and I am sorry, but everyone knows my perspective so it can't be a surprise. I looked for names I knew and if I knew them for the time they spend in front of a microphone saying something outrageous, or for something more substantial, kind of all hat no cattle. I know Beto isn't a rep now, but he actually was the first D I could think of.
Beto, Greene, Mo Brooks, Boebert, Gaetz, Jordan, Omar, and to an extent AOC, but I will say I hear her name attached to a lot of bills also, so she isn't just preening for the cameras.
Senators who are the same would be Tuberville, Sinema, Cotton Hawley, Cruz, Lee, and Manchin all seem to be more about camera time than doing things. Paul, Booker, and Warren all have their names on some things whichever side you are on, but they also haven't seen a camera they don't love.
So I am not sure just being a senator should disqualify.
Talking about Hawley though, I think you should have to be in your job for a minimum amount of time before you run for another office. He ran those great ads about climbing the ladder in Jefferson City, and before the paint was dry on his door he was running for senate.
