It appears recruiting student-athletes are possible in Missouri if you know the rules set forth by the MSHSAA. In a conversation with Kevin Garner @ MSHSAA on Thursday of this week, It was explain to me that student-athletes can live in one district, enroll in another and be eligibility for Junior High or High school sports. The "Out of District " tuition must be paid and all students should be treated the same, ( Athletes or Students not playing in a sport )
There are two separate times an " Out of District " student can enroll in another school district without affecting their eligibility @ the new school.
1. Enroll in another school district before entering the 7th grade and satisfy the tuition payment.
2. Enroll in another school district before entering the 9th grade and satisfy the tuition payment. The student can not go one hour of school and then transfer without a transfer form. This is the form signed by both schools. ( No recruiting or influence was involved )
Congratulation, you are now eligibility to participate in sports @ your new school.
Tuition will vary in school districts. To beat the system,someone could pay the tuition for the athlete or some districts could mark "Tuition Paid ". This would be dangerous for a school official if an audit was made.
An example of school districts tuition for out of district students. These fees must be " Board Policy ".
Rockwood in St. Louis-$ 11, 719.00 for high school
Oran--------------------------$ 6,000.00
Scott County Central-----$ 3,500.00
I ask Kevin Garner about a student enrolling in a low academic school from a high academic without moving and meeting the above criteria. If this was challenged, the kids mother or father would explain why this enrollment is not for " Athletic Reason? " I'm not sure an exceptable answer would satisfy the board trying the case.
We have been tough on high schools like Scott County Central for enrolling athletes from other districts but they are legal according to MSHSAA. Do you believe these Sikeston students enrolling @ SCC are paying the $ 3500.00 tuition?
