Your theory is wrong. Nationwide, about 5% of all positives are false positives, which is 1 in every 20 tests and is nowhere close to "most".

Yea the only way they could tell if a test is a false positive would be to do a second test on every patient,,then if those test don’t agree you would have to do a third test and by that time patient probably over it
