common foul or player control?

team A is inbounding the ball at center court. Player from A goes to the ball is called for pushing off. Team B is is the bonus. Is that a common foul or player control foul?

Unless it is an illegal screen or a player out of control and running a guy over this would be a free throw violation foul I believe. It's like a push off on an offense rebound attempt. I could be wrong, but that's what I believe.
