In todays world, there isn't a lot of demand for fiscal responsibility whether in government or personal. Everyone says they want to cut spending but it never is their spending or their benefits.

Trump had little to do with it. The program started in the late 90’s under Clinton, the X-40 and the X-37 series were originally designed to fit into and be able to dock with the Shuttle. The program slowed under Bush but picked up speed and money when the USAF and NASA teamed up under Obama giving them more funding for full scale testing and deployment
