track rule question

Under track category on board I asked if there were any limitatioms on type of wrist watch that a runner could wear. I also asked a starter who works both high school and college meets. The starter said there were no restrictions (including if it made a sound). Now I notice that I have an answer under my original listing saying that the watch CAN NOT make any noise. I have emailed MSHSAA 3 times with this question but can not get a reply. Can any of you help me with this question?
