The painful thing about Trump on trade on things like this is he doesn't seem to have any clue on what actions would actually help manufacturing overall.
Steel was always a particularly dumb one, because it is an input to lots of other manufacturers. Making steel cost a lot more made many other products cost more, making them less competitive when manufactured in the US.
