rules question

in missouri we are emphatic about stamping out the kids wearing those rubber band bracelets. (hazardous? - but they can wear watches...) my question is when does a racer become DQ'ed. When they get to the bullpen, when they get to the start line, before they get in the blocks or after they compete in the race?

Different reason...but I saw one DQ'd tonight after the race because of an undershirt color. It was called immediately at the races conclusion.

Strictly my opinion, but I think if the kid gets into the blocks, they could be DQ's if the starter notices the infraction then.
Again, just my opinion as I am fairly new to Track & Field.

I thought with the rules test that we took this year that it said the field was to receive one warnig and that was to be given over the PA at the start of the meet. If that warning isn't given I'm not sure when they are DQ'ed. Track rules are the worst of all the sports when it comes to something like this.
