I suspect what they said was a county that was 35% black had a final vote tally that was >50% for the R candidate - a common occurrence in the South. Doubtful that someone had that sort of granularity on specific vote outcomes. Who knows what might happen in North Carolina. Their state legislature just pulled a fast one by overriding the governor's budget veto when most dems went to a 9/11 ceremony after being told their would be no votes held. It's not that it wouldn't be so specific, it's that you'd need to have a media group willing to pay for an exit poll just in one county with a statistically significant sample of black voters.
