Question about padding on the walls

Why do they leave 6 inches or so at the bottom of the wall where a player can hit the concrete and get injured? I hear the TV guys mention that space all the time and that's were Allen Craig got hurt. Why not make the pad go to the ground or at least within an inch or two so they can't slide in under it and get hurt?
 
I would say so the ball doesn't become lodged and make for a bunch of ground rule doubles instead of possible triples.
Then make the padding go to the ground so it can't stick. If that were construction site and someone hit that exposed concrete and got hurt OSHA would be all over it. I've seen a lot of guys slide into it and a few got hurt.
 
Wonder what OSHA would say about getting hit by piece of bat while trying to field a gound ball. Lol. Lucky it appeared to be right on the point of his shoe. That thing hits up on his unprotected ankle it likely would have hurt a lot worse.

Watching this team get one hit in the first five innings game after game makes me wish I had padding on the walls of my man cave.
