Cutting the corporate tax rate without eliminating a lot of deductions was a really bad idea. Cutting the marginal rate was fine. This was the one chance you had to get rid of a lot of the waste in the code - the US marginal corp income tax rate was 35% yet actual collection was closer to 20%. If you cut the marginal rate to 21%, you had a ton of wiggle room to get rid of some of the loopholes that don't drive economic activity. It would also have made the bill much closer to revenue neutral at a time when we were running a large deficit.

The tariffs have generally failed as well, nor did they ever really have a chance of doing what he wanted them to do. There was no plan beyond Use Tariffs and ask for a lot. They won't lead to any meaningful resurgence in US manufacturing, and they've created weird distortions in how manufacturing works in the US.
