The pentagon works on the principle of "spend it or lose it". If they don't spend all of the money in their budget, they will have less appropriated the next year.
We would be appalled if we actually knew the amount of wasted money in defense spending that has nothing to do with equipping our soldiers. The unnecessary spending amounts to more than the 5% reductions you have proposed.
Not to mention our policy of being the world police force. We put out fires all over the globe while other countries sit back and let us.

At work if we don't get close to the overtime hours that the company budgets for the year they put us on mandatory Saturdays and Sundays till we meet it or you loose it the next year

If you can't educate the masses on 70 billion than I blame the Parents,Teachers and the Culture that surrounds the Students. Getting a Education is not about More Money and More bell's and whistles. It's about taking Personal responsibility and working and striving to learn. If a Education isn't a priority and highly valued then no amount of money is going to help.... I don't disagree with you that THE BRASS waste and consume to much. Some waste could easily be trimmed, and yes the Military works on spend it or lose it principle so does the Rest of the Gov. Public Colleges and Most industry's. In fact that is the Norm. I have No idea on how to fix that massive issue in the Public or Private sector.

what do you mean a bail out? That’s like saying money spent on our military is a “bail out”.

The post office exists to cheaply serve every community in America. They do a pretty good job of it. They also employ over 100,000 veterans. They aren’t paying some CEO millions like the airlines we are actually bailing out. If they need some cash to stay afloat it is money well spent. It doesn’t go for a new yacht. It goes to keep postage reasonable for poor and middle class Americans and small businesses.

The Post Office needs real reform, but you do have to have a conversation about a balance between what it is mandated to do by law vs. what it can raise in direct revenue. They should cut costs and they do need to prefund retirement, but you have to acknowledge that some of the cost cuts require changes in law, and if you're unwilling to make those changes, then some of the funding for those government mandates should come out of government funds.
