Is tiebreaker in playoffs top or bottom bracket this year?

Tiebreakers this year are as follows:
1. Who has hosted the fewer previous round games (Byes do not count as games, forfeits do)
2. Who didn't host the previous round
3. Bottom team is the tiebreaker in even years.

Quarterfinals (Classes 1-5) a. The team who has hosted the fewer number of games through district play will be the host. Total includes: i. Forfeits which occur after district seeds have been finalized. ii. Games a team was supposed to host but did not due to inadequate facilities. iii.DOES NOT INCLUDE BYES. b. If both teams have hosted the same number of games; the host will be the team who did not host a district championship. c. If both teams have either or neither hosted a district championship, the host will be the team on the top of the bracket in odd-numbered years and the team on the bottom in even-numbered years. 3. Semifinals a. 8-Man & Class 6 i. The team who has hosted the fewer number of games through district play will be the host. Total includes: 1) Forfeits which occur after district seeds have been finalized. 2) Games a team was supposed to host but did not due to inadequate facilities. 3) DOES NOT INCLUDE BYES. ii. If both teams have hosted the same number of games; the host will be the team who did not host a district championship. iii.If both teams have either or neither hosted a district championship, the host will be the team on the top of the bracket in odd-numbered years and the team on the bottom in even-numbered years. b. Classes 1 – 5 i. The team who has hosted the fewer number of games throughout the postseason will be the host. Total includes: 1) Forfeits which occur after district seeds have been finalized. 2) Games a team was supposed to host but did not due to inadequate facilities. 3) DOES NOT INCLUDE BYES. ii. If both teams have hosted the same number of games; the host will be the team who did not host a quarterfinal. iii.If both teams have either or neither hosted a quarterfinal, the host will be the team on the top of the bracket in oddnumbered years and the team on the bottom in even-numbered years.

I think you have 1 & 2 switched.
 
So say if Poplar Bluff won Class 5 District 1 would they be hosting the quarterfinal with Eureka or MICDS.
