How does Private School recruiting work?

The SOAR grant started in 2015. 3 private high schools can offer this income-based grant to students. (Ritter, Trinity, and St Marys)
Trinity football and St. Mary’s basketball have really benefited from the SOAR grant.
 
You didn't answer my question. Would it be considered "recruiting"?

If they are still enrolled in the school at the time of the discussions then by no means is that recruiting. My child had discussions many times with their coaches while roaming the halls or in class even after the season they would sit down and discuss positions next year and were they saw them playing. Nothing wrong with a coach talking to a current student about next year. Coaches today roam the halls and ask players hey why don't you come out for such and such sport. We could really use you.
 
If that kid lives within your district but attends a private school, is it considered “recruiting” for a public school coach or representative to try and get the kid to transfer?

If they’re already enrolled at that school then it would be recruiting to try and get them to come to another school.

I was trying to give an example of a public high school coach having this conversation and trying to convince a catholic school 8th grader to attend the public school in the district that 8th grader is in, and promising him/her playing tine as a freshman.

Not sure about big cities but I guess I have just never heard of that happening. Here once you hit 8th grade in our local parochial schools you either have to attend the public high school or travel over 40 miles to continue your education in another parochial high school, just not many around here. But none of the parochial junior high schools have football so most of them have already transferred to the middle school already buy that time.

But in a rural areas coaches are never involved in the "recruitment" process that is all done in a secret location by some very influential gentlemen who could be very prominent in a local businesses and have hiring and firing connections. They gather and scrutinize video of the local youth programs and decide who might be the next up and coming sport studs. Then a plan might be formulated to see if any jobs within the community might be open that could persuade them to move within a district. If nothing is open, then they look at what could open up "if" somebody was to be.... "say" ....laid off.... due to their child no longer being useful to the local athletic team.... but again this is all just fictional....or is it.... Bosko?
