I have a feeling 99% of the transfers would be for athletic reasons.

There is a provision in the bill that forces any student using this to transfer to another district to sit out a year before playing sports at the new school

Or how many would be hurt or seasons even lost at the lower where they barely have enough kids to play.

If they keep that 365 rule it would be great but I bet it gets pulled. You don't have to take the sped kids either. So a low scoring school has good kids move, sped kids stay. How are they going to get scores up? They are wanting to do what Iowa does.
