That has nothing to do with the legal system. Congress didn't do anything about it and the law had no reason to. Them and most folks in poiltics are not too great on the morality scale.

He'll appeal 25 times and drag it out for years if he has to. They pubs complain that all this shouldn't be happening because he's running again. If he hadn't had his lawyers go through every court and stall tactics they could come up with it would have been decided a long time ago.
