The MSHSAA does not aloud students to transfer for " Athletic Reasons " and maintain eligibility however it's a known practice in Missouri for this to happen. We can name a one or more high schools who enroll transfers almost every year and the surrounding communities say very little but do not complain to the MSHSAA to check out reasons for the transfers.

One decent transfer in class 1 and 2 can change a district and beyond winner. I know what it means to win a district and have the community talk about the championship for years. Some of our small high schools start players in the 5th grade and believe this will be the group to win a district championship when they are seniors. Some high schools see their hopes go up in flames when the competition enroll a transfer that can change a district winner.

It seems to me this is not fair competition but most school districts do not complain. I am hearing rumors that one district is enrolling more then one transfer to gear up for a championship run. Coaches and administrators in near by districts just turn their heads and say " It's not my problem ". Are they right?

It would be their problem if the transfer was their best player, especially if they are in the same class and district as the school he transferred too.

Definitely not hard to get around the rules as it is hard to prove a kid is transferring for sports reasons. Just give mom or dad a job in the district or a cheap apartment for an address in the district or the kid a place to stay with a cousin. It doesn't just happen in Class 1 and 2 small towns or in public schools. Throw in the private schools with kids from several public school districts or even across the state border. And now we have the magnet schools that are pulling the cream of the crop from the city public schools. (When was the last time a team from the once feared St. Louis Public High League won a state championship?) Then there are the kids leaving the failing school districts. Also, many parents are more willing to pick up and move to a town where their kid has a better chance of playing on a championship team and get more exposure, and chase the dream of a college scholarship.

It has all gotten out of hand. Tough for a small or mid sized town public school team to win championships with with just homegrown kids. Sure it happens, but more often than not, they are going to run into a team from one of the above categories.

This is an endless debate, but nothing is going to change.

The top two districts in SEMO to transfer appears to be South Pemiscot and Cooter because of the " Payne Scholarship " . The Payne Scholarship rewards anyone who graduate from these two schools between $ 10,000. and 14,000. per year to attend a University of Missouri school. Both of these two high school are above average in academics with a lock to attend the University of Missouri, UMSL AND UMKC. If a parent is really interested in their kid's education and going to college, South Pemiscot and Cooter are locks. Many parents only see success in high school as an athlete but a " Wise Parent " looks past high school. Our high school years are 4 years but a working career can be in the 30-40 years range and a college degree helps the earning power.

Parents would be wise to look past high school success and zero in on success as a adult. Am I wrong?

Thanks Red, thought that sounded too good to be true.

I'm not sure where the Red Meyers is getting his information however Red is incorrect about the numbers of scholarships given out each year. I just got off the phone with a former superintendent of schools @ South Pemiscot. Here's what he had to say about the Payne Scholarships. Interest rates are low @ the present which affect added money to the scholarship fund. The Payne Scholarship is also responsible for the ones already enroll @ the University of Missouri schools. The former Superintendent of schools can remember taking 3-4 new enrolled students to a bank in Steele, Missouri for payment.

We must remember students @ South Pemiscot and Cooter usually attend Arkansas State or a University down south instead of a University of Missouri school therefore keeping the Payne Scholarship healthy. There are some years no new students ask for the Payne Scholarship but no one has ever been turned away from using this scholarship fund.

I will ask Red Meyers where he received his information about only one scholarship being given each year? Just to be on the safe side I will call the Superintendent of schools next week to see if any changes have been made in the last year. I am saying any amount of students can apply for the Payne Scholarship ( And receive ) as long as the money is available.

Bogey Man send your son to South Pemiscot, graduate, apply for the fund and then send your kid to the university if Missouri. Red Meyers is wrong according to my sources who lives in Steele, Missouri.

Wow, that must be a substantial fund.

You don't have to take my word for it, you can take the word of Mizzou's endowed scholarship office:
https://endowedscholarships.missouri.edu/EndowmentPublicInfo.aspx?id=3406
"To provide annually one scholarship for one graduate of each of the following schools: South Pemiscot High School, of the consolidated school district of Holland, Missouri and Steele, Missouri, and Cooter High School, Cooter, Missouri, in other words two scholarships each year. To qualify for the scholarship, the student must have made at least average grades in high school work, be in need of financial assistance in order to attend the University, and be of good moral character. If in any year there shall be fewer than two scholarships awarded under the terms hereof, then the funds which would have been used for the scholarship or scholarships not awarded in said year shall be retained in the trust fund, but not more than two scholarships provided for herein shall be available hereunder in any subsequent year."

There is however the caveat that the scholarship fund may grant additional funds to additional students in the form of a LOAN, not a scholarship. One scholarship per year per school. Other monies from the Payne fund are available in the form of a LOAN.

Red Meyer, you are wrong again. You should call South Pemiscot or Cooter high school to find out about the " Payne Scholarship ". I just got off the telephone with South Pemiscot. It appears two students from South Pemiscot will receive $ 11,000.00 each to attend the University of Missouri this fall. ( $ 5500.00 each semester ) Cooter had one student apply for and receive $ 11,000.00 from their 2015 graduation class. I ask how many received the " Payne Scholarship " money in 2014, I was told, two from Cooter and one from South Pemiscot plus all of the students who are presently receiving money and enrolled in a Missouri University. Red Meyer, I believe the Payne Scholarship had $ 33,000.00 of scholarships moneies for the graduating class of 2015. Divide the $ 33,000.00 by 3 and you get $11,000.00 each plus all the other who are receiving money from the Payne fund. Red Meyer, let's say five students applied and received scholarship money--divide 5 into the $ 33,000.00 and each would receive $6600.00 for 2 semesters @ the University of Missouri plus additional years up to a doctor's degree.

Red Meyer, you are wrong again. Why don't you call South Pemiscot or Cooter high school and ask about the " Payne Scholarship " and how many can apply and receive? Red Meyer, please do not discourage " Bogey Man " from moving to Steele or Cooter, Missouri.

No need to get on Red. He's simply repeating the info that's on Mizzou's website. I guess maybe someone should tell Mizzou their info is incorrect.

It also says "the scholarship shall be renewed for succeeding years in order that the student may complete a regular four year course at the University. In the exceptional cases, where the Curators determine that the student has exceptional ability and is in financial need, the scholarship may be continued for one additional year of graduate work at MU." I doubt you could get a doctorate in one additional year but who knows.

I believe the oldroundballer is correct however, Dr. Kevin Hicks is an eye doctor @ Wal Mart in Eureka, Missouri. Dr. Kevin Hicks is a graduate @ South Pemiscot. Dr. Hicks like many other students @ South Pemiscot attended 4 years @ Arkansas State then applied for the Payne Scholarship and received two years scholarship money to attend the University of Missouri in Columbia to complete his eye doctor's degree. I know Dr. Kevin Hicks very well, he told me he should have applied for the Payne Scholarship the year he graduated from high school and completed all of his degrees in Columbia. Dr. Kevin Hicks graduated @ South Pemiscot about 32 years ago. It is my understanding that we have a veterinarian ( Eureka . Mo ) who received Payne monies to complete her doctor's degree in Columbia and a graduate of South Pemiscot. Oldrounder, I'm not sure about the " Exceptional abilities and one year for graduate studies " but the answer can be received by calling South Pemiscot or Cooter high school.
