The elderly (especially those with health concerns) should be limiting their exposure. Everyone else shouldn't even be talking about it.

I agree with your analysis, and privately that is what we are being told here at the hospital many Doctors are laughing at the panic and over reaction, even though we just banned all visitors under the age of 12 to make sure the public believes we are taking measures.

We live in a crazy world devoid of logic, rational and Big Nards....

That would be because we don't have the tests in most places yet.
