The first amendment is just a suggestion.Yes, even then. The 1st Amendment doesn't stop because of a pandemic. Adults can choose whether or not they want to attend church services and put themselves at risk. Adults can choose whether or not to even have these services.

I think it is difficult to argue that being banned from large gatherings when every other large gathering is banned for a very obvious reason is something that is a restriction on freedom of religion - especially in 2020 when you can livestream your services and make other accommodations.
I find the questions about religion less interesting from a rights standpoint than questions about a general ability to limit assembly or movement.
