I know of a case where a player got so drunk he had to be taken to the emergency room. MIP charges were filed but in a sweetheart deal the PA dropped all charges. According to the MSHSAA standard he was facing no legal jeopardy and had no terms of a sentence to fulfill, served a short school issued suspension then started the rest of the season. Coach wasn't happy but the higher ups (friends of the parents) said he was eligible and that the coach had to play him. Within a few days of the season ending the charges were reinstated, plea struck, community service started.
Maybe its like the saying that drug test for professional athletes are really like IQ test, only the ones dumb enough not to figure out how to beat the test get caught. Central administration and parents just didn't try very hard.
