Can a team control foul be called intentional?

Last night I saw a game in which while a player was inbounding the ball, one of his teammates violently pushed an opposing player. (Unfortunately, no foul was called.) However, looking at the video multiple times, it appears to have been a flagrant foul. I don't think I've ever seen an intentional foul called on an offensive player (either charging or team-control), so I'm not sure if it's provided for in the rules.

So if a team-control foul can be intentional, what are the consequences? Would there be free throws even though the bonus normally does not apply in that situation?

An intention foul should result in 2 free throws and possession of the ball. Seems to me refs are very reluctant to call an intentional foul. That rule was put in to keep teams from just grabbing somebody to stop the clock late in the game, not because they were trying to hurt someone, that's a flagrant foul. I see it all the time in HS and college where a player pushes a ball handler, grabs their arm or shirt without making any attempt to steal the ball and they rarely make the call.
