Veer is referring to other countries. He says this regularly.

In terms of outcomes he cannot be proven wrong. We live shorter lifespans and spend as much as 50% more than other first world countries on our health system. Higher cost and not better outcomes is a failure.

There's not really debate about this even among our politicians. The question is what to do about it.
