IMO doesn't get much more simple than this. CBC HS twitter has a jersey touting their "97 zip codes", then a few more post down, mentions their 4 D1 and 2 D2 senior football signings.

Looking at class 6 districts, compare that to just in D1 and 2 the number of zip codes Fox, Jackson, Lindberg, Northwest, Oakville, Seckman, Francis Howell, Marquette, and Kirkwood draw from? Kudos to Kirkwood for the job the did against them.

No more simple way to put it other than separate rules, then put them in separate classifications.
