You are an All-State with a solid 2 Star rating.

8 D1 schools are offering, but can't promise game time.
30+ D2 schools are interested and half of them think you will start, maybe Frosh year, definitely Soph year.

What do you do?

I mean Northwest got a WR that they shouldn’t have in Latroy Harper from Penney (Hamilton).

Are you getting money from the D-1 schools? If yes, go there.

All FBS scholarships are "full rides". FCS (1-AA) schools and D2 can parcel scholarship money as they please. No matter what any coach tells you, the best player will play in college. Period. Coaches change schools, so don't go for what the coaches say either. If it's me, I'm going FBS. If things don't work (for whatever reason) I can hopefully keep my scholarship, grind thru and get my undergrad in 3 years and, with a redshirt, be able to grad-transfer to the school of my choice with 2 years of eligibility left. If not, you can drop down from FBS to FCS or D2 and be eligible immediately.

I think it depends on the kid and what their goals are, go to the place that is the best place for you as a person and works for you and your family. If you have a chance to go to a Big 12 or SEC school go for it if the D1 offers are lower level FBS or FCS the experience at a top level D2 won't be much different, probably be a better experience at top level MIAA school then Missouri State for example.
