What if new reclassification rules had been applied last cycle?

With the recent talk about reclassification, I was interested in how the changes would have impacted the current playoffs if they had been implemented during the previous reclassification.

Two changes that will definitely happen include adding reclassification every year and waiting until August (after school's drop football, close, merge, etc) to finalize the classes and release classifications. This will help to make sure that all classes (other than the catch-all) have either 32 or 64 teams.

Here's how those two changes would have impacted this season:

There are currently two vacancies in Class 1, four vacancies in Class 2, and one vacancy in Class 3. To fill the lower classes with 64 teams, you need to do the following:

-move Sherwood and Brentwood down to Class 1
-move Blair Oaks, Duchesne, Seneca, St. Charles Lutheran, Wright City, and Richmond down to Class 2
-move KC Northeast, Moberly, Perryville, St. Clair, Kirksville, Priory, and Affton down to Class 3
-move Rockwood Summit, Willard, Neosho/Neosho Christian, Parkview, Webster Groves, Washington, and Carthage to Class 4

Biggest changes:
- Class 5 semifinalist Carthage would be in Class 4
- Class 3 semifinalist Blair Oaks would be in Class 2

Additionally, others have proposed changes like making Class 1 the catch-all class and putting 48 teams in Class 5 and 6. I will discuss those two ideas in another thread.

With a tie it goes back to the previous classification.
Does that mean you compare only these two teams' enrollments from the previous cycle and whichever was larger goes in the larger class? Cuz they could both be in the same classification in the previous cycle.
