He said he was open to allowing Iran a short term letter of credit to borrow from other countries with the debt secured by oil. NOT giving the regime 150 billion in cash in the middle of the night.

It was their money to start with! Releasing it back too them as a 'carrot' as you say was working pretty well until 'I hate anything Obama did' Trump came along and dumped the deal which has led to where we are today.
