Almost nobody would have standing to bring a civil lawsuit. It’s a crime that would have to be pursued by the DOJ
No Title of Nobility shall be granted by the United States: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the Congress, accept of any present, Emolument, Office, or Title, of any kind whatever, from any King, Prince, or foreign State.
An Emolument is defined as a salary or compensation arising out of your elected position . A person paying a normal and reasonable invoice for housing and meals is not presenting Trump a gift or payment because of his elected position.
