Exactly what is the threshold number before presidential election that a sitting president doesn't get to have SC nominations even considered? Why is that rule not the same a few weeks before midterms when the party that runs the hearings could change because of the vote of 'the people'?

When you are in charge of the Senate you get to schedule things, Pretty simple concept. If the democrats gain control of the Senate they can schedule as they please

Elections have consequences. That is why they matter. If the Garland non-vote was a raw deal, why did Trump get elected? Why did the Senate remain GOP?
