you are correct. One of the biggest problems is the 1% causing all the chaos and problems sell more newspapers and get higher tv ratings rather than focusing on the 99% good and positive.

Absolutely they can. I know in one small town here locally the police chief is an assistant coach, and builds great police PR with the community and the kids.
