The sad truth is our juvenile criminal system is overloaded, understaffed, and underfunded. Young teenagers know there are no real consequences for actions. They can keep getting arrested and the criminal justice system will keep kicking them back to the juvie system. Maybe after several offenses, they will be put in a juvie home, if and when a bed opens up, and maybe for a month or two. If they have been in trouble a couple times, they know how to play the game and nothing is really going to happen to them. Lots of kids aren't afraid of the police, juvie officers, teachers, principals, or anyone in authority. They know "you can't touch me".
