The 8th grade kid (Bully) that beat up the 6th grade kid is more than just a bully. It's assult and hopefully he gets the book thrown at him in court as well as his parents. My bet is this is not the only kid he has beat up.
 
The sad truth is our juvenile criminal system is overloaded, understaffed, and underfunded. Young teenagers know there are no real consequences for actions. They can keep getting arrested and the criminal justice system will keep kicking them back to the juvie system. Maybe after several offenses, they will be put in a juvie home, if and when a bed opens up, and maybe for a month or two. If they have been in trouble a couple times, they know how to play the game and nothing is really going to happen to them. Lots of kids aren't afraid of the police, juvie officers, teachers, principals, or anyone in authority. They know "you can't touch me".
 
A couple of years ago a guy up the street from me caught some kids crossing his yard with a wheel barrow full stuff they had stolen from a house nearby. He had a gun and stopped them. He told them if he caught them on his property again he would shoot them. One of the boys said "I'm 15 you ain't gonna shoot me" and they trotted off across another yard and disappeared long before police could get there.
