If a returning team scores a touchdown but they're are offsetting penalties is it a TD or a rekick???

That brings up another question regarding kickoffs. Smithville kicked off to Platte County and recovered a fumbled kick but there was no time on the clock in the first half. Some were saying there should’ve been one untimed down?
