Both apparently. Kleiman got kids to go to Fargo, North Dakota from all over the country. Miles got great recruits but couldn’t get past Alabama most years.
Depends on how long Matt Campbell stays at Iowa St. I think Texas Tech looks to be moving to the bottom of the league. Otherwise even with good coaching I see KU and KSU to be near the bottom of the league.
 
I think, actually, it may be easier to recruit to Lawrence, Kansas.
Now, personally, I’d rather be in these places in the following order.
1. Whitefish, Montana
2. South Central Utah
3. Seward, Alaska
4. The bowels of hell
5. Manhattan, Kansas
6. Lawrence, Kansas

But, objectively, I think Lawrence may be the most enticing place on the list to most 18 year old boys.

If Kansas ever really made it a priority (not just hiring Miles but upgrading football facilities) they could trail only Texas and Oklahoma (maybe TCU) in terms of being an attractive destination I the Big 12. That said, I think they improve under Miles but improve means 5-7, 6-6 type seasons.

Kleiman is going to have to be exceptional just to have KSU at that level. Manhattan,KS is the least attractive destination in the Big 12 and I don’t think it is that close.
 
Starting with the fact that kState has a better program, facilities and self-discipline, I'd say they have a head start.

Les Miles is the perfect kU coach for a Mizzou fan [speaking for a friend].
 
It depends on which one puts the best coaching staff together because in college not only are assistants important for their coaching but recruiting ability might even be more important
