Is OU/OSU winner a playoff lock?

As for OSU no if Notre Dame wins or mich st. wins out they will jump in over state. IMO

Iowa winning won't effect OU getting in. If OU wins they should be a lock. OSU will need a lot of help.

If Michigan St wins the Big 10 they will bump Iowa. Hopefully OU will take care of business and I think if they win they are definitely in. If OSU wins I think they get in if ND loses or if Michigan beats Ohio St and then beats Iowa.
