Home of the Cubs!!
The 4 classification were broke down like this. This comes from the Daily Standard September 26th 1968 Sikeston, Missouri. page 4 the complete rules can be found there.
The interesting thing I find is they broke it down by actually enrollment not by trying to keep the schools in each class even.

AAAA 1201 and Above
AAA 501 through 1200
AA 251 through 500
A 250 and under
There will be four districts for each Class with approximately an equal number of schools in each distric district will be determined geographically after cards are returned as instructed.
Semifinal games will be November 23, 1968
Final games Nover30,1968

From the Springfield leader and Press 1968 Sept 12 page 37, By Marty Eddlemon

They state a total of 262 of Missouri's 274 high school football teams have signed up to participate in the states first playoffs this fall.

I think my enrollment numbers came from St. Joe News-Press. The classes were fairly close in the number of schools. I also think the 1A cutoff was the Class S cutoff at the time for other sports.

FYI
MSHSSA defined other sports as Class A/L until 1964 at 501 and above. Then until 72 it grew to 626 and above. In 73 it went to 1001 and the next year when other sports went to 4 classes and the following year to 1201 before dropping down each year when 5A was made in FB in 82. Class 3A was always a mess in the range of size.

Pretty sure one of those class a still posts here

Richmond's Lenvil Elliott could ball...he played college football at Northeast Missouri State (now Truman State) and played in the NFL for 5 years with the Bengals and 3 with the 49ers.

He tragically died of a heart attack at age 57 in October of 2008.

His former coach, Russ Sloan, said Elliott was the first player he targeted upon taking over at the Kirksville school. "I thought at one point I had lost him to Texas-El Paso, but he called me at home and asked if he could still come to Northeast Missouri," Sloan recalled. "I cannot begin to describe how awesome Lenvil was in his first full contact scrimmage as a freshman. I knew then that he was special, and in my playing career at Missouri I had not seen a better back in The Big 8. Lenvil could do it all. He was a great runner, solid blocker and a superb receiver out of the backfield. His 40 time was 4.3, and rarely was the first tackler able to bring Lenvil down."
