Hospitals waste money on a lot of things, you have no idea about the waste but that is another subject.
Your comparison is a apple to mango comparison. In surgical and high risk of infection area's the staff is able to put proper mask wearing procedures into practice. The article was dealing with community based mask wearing in the public where it is impossible to put those practices in place and peoples own ignorance negates the use of mask and even makes the situation worse when people contaminate the masks they wear.
But have it your way, just cause Hospitals use masks in a controlled sitting that is exactly the same as people in a public place.
