It's not about preventing every single incident. It's about preventing gun deaths in aggregate. It's stupid to base policy decisions on one incident.

You start with a registry and ending concealed or open carry for people who don't have weapons training. You also ban assault rifles and long clips.

The guns get smuggled FROM THE US TO MEXICO not the other way around because our firearms laws are much looser than theirs.

We defined an assault rifle from 1994-2004, this can be done.

The bottom line is if you stop flooding the country with guns and start tracking them better you will eventually reduce gun violence.
