Spending legislation is supposed to originate in the House then move to the Senate for consideration. If there are differences then the bill is supposed to go to a joint committee then back to each body to be voted on and approved then finally sent to the President for his signature or veto.

The president is supposed to do nothing else in the legislative process. It is up to congress to work out and pass a bill, not any president. Him saying he was done talking to them should not stop them from doing their job. They should pass a bill and put it on the Resolute Desk and force him to veto it
