District Seeding question

Sorry if this has already been addressed but I have a question

I know if the number 4 ranked team in your district beat number 3 in a head to head game then they swap spots. But what if number 5 beat number 4? Would they swap spots first so number 3 is left where they were?
 
from MSHSAA - Automatic Switch: Two Consecutive seeds (4-5, 6-7, 1-2) who have played head to head. If two teams have played head-to-head and their seeds are consecutive they will be switched if the lower seed has beaten the higher seed (for example, the #2 seed beats the #1 seed head to head; they will be switched). Once a switch has been made, that team is protected from being switched again (for example, the #1 seed cannot be switched with the #3 seed in example above). This process will start from the higher seed and work down through each seeded position.

Thanks. So in my example the system penalizes the 3 seed and lets the 4 seed get away with the loss to #5. Hmmmmm.
