He didn’t say that. Collusion isn’t a legal term. He cited 40+ meetings. He said they could not PROVE there was a CONSPIRACY to commit an illegal act. However he said there was plenty of evidence of obstruction of justice. But Barr refused to do anything.

Talking to Russians is not collusion or does not prove a crime of any sort. Mueller had NADA ZERO of anything his only weak arse defense was saying Trump wouldn't comply with all their demands hence obstruction or as some call it the right to not incriminate themselves do to legal mumbo jumbo of the govt.

I've read plenty of the Mueller report and as I said he hand nothing of substance or weight. If Trump was so Pro Russia why did he try to stop Europe's reliance on their oil, and why did he overhaul the U.S. Military's mission to focus on defeating them and China? He withdrew from the INF treaty, he imposed a multitude of sanctions against Russia a well, he expelled Russian intelligence officers to boot... Makes no sense for him to do such things if he was a Russian stooge.
