BUT....if you only take the top 10 and compare...Class 5 has a higher rating. And team by team, the top 4 in Class 5 are higher rated than their counterpart in Class 4. Class 5 doesn't have a 50 team pool. That hurts their average versus a 64 team division, where you only take the top 50, which is what they did here. The bottom dwellers of Class 4 aren't counting in the average.
That just tells you that they need to expand class 5 to at least 48 teams. That would pull some of the stronger class 4 teams up, which would only strengthen class 5 and make class 4 more balanced.

"Cal preps Ranks class 4 as slightly stronger than class 5" *IF you only count the top 50 teams. If you count all 64, the rating drops to a 2 for Class 4, well below Class 5's 8 rating.
Just for my own curiosity, let's forget the bottom dwellers or bottom half in both classes and compare top to top. What does it look like if you compare the top 25 or 10 from both classes?
