There are quite a few C5 schools that end the season with less than 40 kids for the entire school. Is there anything saying schools that aren't known for football like Truman & Chrisman or St.Joe Central & ? could do that to be relevant in Class 5 (which would become C6)?

I’d say if there are limits that it has less to do with class and more to do with size.

A Class 2 joining a class 5 is probably fine.
But a Class 5 joining a Class 5 would probably be shot down.
