No, they don't.
The number of parents who won't fill out forms is a lot.
The threshold to qualify is too high, especially in this economy.
Why is either bad, you know how many kids would love to be able to work so they could afford a meal that thier parents won't purchase, for many reasons, I had kids working for me that would use their earnings to feed thier younger siblings because mom and dad refused to purchase food because all thier money went towards meth, other drugs or Alcohol. But that is also the same reason I think it is good to loosen up the red tape on free meals at school again parents are either to lazy, to proud or just don't give a crap to sign up, so thier kids can have a decent meal.
Sometimes laws meant to protect others can end up hurting them because of all the dang red tape. Teachers know who needs a free meal. Just as employees should understand who they can hire and not, because if a kid is looking he is in need of money and a job.
