Offensive penalties will no longer be spot fouls behind the line of scrimmage.

For example if a hold is 7 yards behind the Los on first down it will be 1st and 20 instead of 1st and 27.

it seemed to be different week to week, this past season, depending on the crew.
 
Sooooooo. If an offensive holding penalty takes place in the end zone and the LOS was the 1 yard line, it will be 1st and 101/2 right? Not a safety.

No. "Current penalties for illegal kicking, batting and participation fouls, as well as provisions for offensive fouls occurring in the end zone that may result in a safety, remain intact."
