8-man football rosters

I noticed rosters that have 35+ and even a few 40+. I know that rosters can change yearly, but at what point should schools start looking at moving to 11-man?
 
Have to remember the Greenfield Rule... Don't bounce back and forth between 8 and 11-man, or you will annoy everybody you could potentially schedule and they will kick you out of the circle, or conference. 8-man teams should only move up if the future is bright for a consistent number. Besides, 8 or 11 with an enrollment of 150, the kids are still playing football and not futbol or fall baseball. However, Missouri may rather be a baseball state more than a football, so 8-man will continue to get demoted in status, whereas as football state Texas seems to enjoy its 6-man even.
 
Rosters is not the standard to look at. I thought we already covered this. I'm old but I can still remember crap. Your talking schools that may have few boys in a class. One year had 3 school coop, had 30 kids. Next year had 10 kids.
