I was at a game tonight in which the strategy of one of the teams was to use 35-38 seconds for every snap. They stayed in the huddle for 30 seconds, just standing there. I really don’t see how this improves our game.

I think it's a bad idea. A team with a lead in the 4th quarter can just sit on the ball for 45 extra seconds during a 3-down series. Get just 1 first down and run 7 plays and you've burned nearly 5:00 minutes off the 12:00 4th quarter clock. Just a 3 and out can burn 2:00.
 
I don't care for the 40 second clock...but the Webb coaches have broken It down by reviewing all of last year's games ....basically it depends upon the ref crew ... Some took longer than others to spot the ball ....they concluded that it's about a 5 sec difference overall
 
This rule rewards the inefficient. It means fewer plays in which kids can participate. So possibly fewer kids getting to play. There is no justification for this change other than to bore the fans.

Another justification might be to make the clock consistent, considering that it used to always depend on the crew you had that night how quickly the play clock was wound (which could easily vary significantly from crew to crew, especially depending on the score of the game, physical fitness of the crew, among other factors), and that should not be a variable.
